Is Norton's registry cleaner suitable to remove any operating system problems?

I keep hearing to clean out my registry to fix operating system problems. I do this with Norton's registry cleaner (it comes with norton). Can the operating system have other problems that this registry cleaner (or all registry cleaners for that matter) wont clean or detect.?
