Can I give away dogs if the owner is not responding to me?

Phone and if she doesnt pick up leave a message on her home phone, cell phone, and text her saying You've had it and the dogs are going to be given away in 2 days if she doesn't claim them. If she doesn't respond, then give them away, you shouldn't have to put up with that.
