I am trying to train my puppy not to chew, I have tried scolding him and handing him a toy?

but that does not work. I picked up some no chew spray from petco but he likes the taste of it. I have also heard of black pepper but that does not work either. He has recently found an interest in chewing the carpet and we thought the spray wold work. But it doesn't :(
